摘要
国内外环境重大变化对研究编制“十五五”人才发展规划提出新要求。“十五五”时期,我国人才发展要聚焦加快建设世界重要人才中心和创新高地的战略目标,围绕推动高质量发展和高水平科技自立自强,进一步发挥和壮大人才队伍全口径竞争优势和党管人才体制机制优势,进一步健全完善人才高地、人才平台战略布局,锻造一支与强国建设相匹配的战略人才力量,突破和解决人才发展、人才创新的体制机制重点问题,加快形成适应新质生产力发展、教育科技人才一体循环和大国竞争要求的人才发展治理体系与管理制度。这也是完成新时代人才强国战略阶段目标的关键问题。
Major changes in the domestic and international environment have raised new requirements for the formulation of the"15th Five-Year Plan"talent development plan.During the"15th Five-Year Plan"period,China's talent development should focus on the strategic goal of building the country into a world-class center of important talents and an international highland for innovation.It should also focus on promoting high-quality development and achieving high-level self-reliance and self-strengthening in science and technology,further leveraging and strengthening the overall competitive advantages of the talent pool and the system of the Party's leadership over talent management,further improving the strategic layout of talent hubs and platforms,forging a strategic talent force that meets the needs of building China into a strong country,solving key issues in the development and innovation of talents,and accelerating the formation of a talent development governance system and management system that adapts to the development of new quality productive forces,the integrated circulation of education,science and technology talents,and the requirements of major power competition.This is also a key issue for achieving the stage goals of the new era's strategy of reinvigorating the country through talents.
