摘要
新质生产力融入农业部门是农业发展的必然趋势和结果。农业新质生产力是农业劳动者、劳动对象、劳动工具与生产组织形式四位一体的系统性变革。这一变革有一个将构成新质生产力的关键要素引入或赋能农业的过程。农业新质生产力标志着农业步入后福特主义,在生成后经历了渗透、扩张和成熟三个阶段的扩散演化。“技术—组织—制度”创新机制的完成并进一步实现市场均衡是农业新质生产力扩散的最终形态。要注意的是,农业新质生产力扩散在现实性上会造成新型主体崛起与传统主体衰落,在可能性上会导致农业生产自然属性与市场机制的时空错配。因此,农业新质生产力扩散应该是一场生产函数革命与社会分配机制的协同演进,既要避免“技术乌托邦主义”,也要警惕“传统农业浪漫主义”。
The integration of new quality productivity into the agricultural sector is an inevitable trend and a result of agricultural development.New quality agricultural productivity is a systematic change in the four aspects of agricultural laborers,labor objects,labor tools and production organization forms.This change involves a process of introducing or empowering the key elements that constitute new quality productivity.The formation of new quality agricultural productivity marks the entry of agriculture into post-Fordism.After the formation of new quality agricultural productivity,there is a diffusion process of penetration,expansion and maturity.The completion of the“Technology-Organization-Institution”innovation mechanism and the further realization of market equilibrium are the final forms of the diffusion of new quality agricultural productivity.It should be noted that the diffusion of new quality agricultural productivity will cause the rise of new traditional agricultural operators and the decline of traditional ones in reality,and may lead to a time and space mismatch between the natural attributes of agricultural production and the market mechanism.Therefore,the diffusion of new quality agricultural productivity should be a coordinated evolution of the production function revolution and the social distribution mechanism,avoiding both“technological utopianism”and“traditional agricultural romanticism”.
