摘要
人工智能以其强大的信息收集、识别和分析决策能力成为网络舆情风险治理中的重要创新来源,然而,理解人工智能内在创新逻辑是基本前提。借鉴技术嵌入理论,通过对一个网络舆情风险治理创新的典型案例进行研究发现,人工智能主要通过“技术嵌入”逻辑推进网络舆情风险治理的创新,这一逻辑由物质嵌入、行为嵌入与认知嵌入三种子机制组成。物质嵌入面向治理的例行程序,通过对常规性、重复性工作的替代,对工作流程的重构以及对工作程序灵活性的剥夺,推动治理的自动化、数智化、标准化;行为嵌入面向治理责权的划分,通过技术界权与任务的静态分配以及促进跨主体协调机制的生成,推动治理的规范化、协同化;认知嵌入面向治理偏好,通过安全、民主、责任、公正价值的实现以及“循数决策”模式的建立,推动治理的公共化、精准化。
Artificial intelligence,with its powerful capabilities in information collection,identification,and analytical decision-making,has become an important source of innovation in online public opinion risk governance.However,understanding the inherent innovative logic of artificial intelligence is a fundamental prerequisite.Drawing on the theory of technology embedding,and through a case study of innovative network public opinion risk governance,this paper finds that artificial intelligence mainly promotes innovation in online public opinion risk governance through the logic of“technology embedding”,which consists of three sub mechanisms:material embedding,behavioral embedding,and cognitive embedding.Material embedding is a routine procedure for governance,which promotes the automation,digitization,and standardization of governance by replacing routine and repetitive work,reconstructing work processes,and depriving work program flexibility;Behavioral embedding is oriented towards the division of governance responsibilities and rights,and promotes the standardization and collaboration of governance through the static allocation of technical authority and tasks,as well as the generation of cross-subject coordination mechanisms;Cognitive embedding is oriented towards governance preferences,promoting the publicization and precision of governance through the realization of values such as safety,democracy,responsibility,and justice,as well as the establishment of a“data-driven decision-making”model.
