日本高校引进外国教师的政策演进与经验启示

摘要 在全球人才竞争激烈的背景下,日本政府为推动大学国际化与提升国际竞争力,相继实施“留学生30万人”计划、“超级全球化大学”计划和“通过大学国际化创造社会影响力支援”计划,在国际师资引进领域形成系统性实践经验。文章聚焦日本政府与高校的“国家宏观引导—院校自主创新”协作模式,深入解析三大计划在外国教师引进中的制度设计,包括分类资助机制、三级课程体系、弹性薪酬制度等创新举措,同时揭示政策执行中暴露的短期达标倾向、英文教学泛化、师资质量虚化等问题。文章提出从系统视角认知国际师资引进的复杂性,构建政校权责清晰的协同机制,以制度创新激活高校引才活力,并建立涵盖数量、质量、生态的多维度评价体系,为我国高等教育国际化进程中的人才战略提供参考。 In the context of intensified global talent competition,the Japanese government has launched a series of initiatives-including the Global 30,the Top Global University Project(SGU),and the Support for Creating Social Impact through University Internationalization(SI)to promote university internationalization and enhance international competitiveness.These initiatives have generated systematic practical experience in international faculty recruitment.This paper focuses on the collaborative model of national macro-level guidance and institutional-level innovation adopted by the Japanese government and universities.It provides an in-depth analysis of the institutional designs embedded in these programs,highlighting innovative measures such as classified funding mechanisms,a three-tiered curriculum system,and flexible compensation systems.At the same time,it identifies several implementation challenges,including a tendency toward short-term compliance,the overgeneralization of English-medium instruction,and the virtualization of faculty quality.The study shows that Japan’s experience offers meaningful insights for China’s higher education internationalization strategy.These include the importance of recognizing the complexity of international faculty recruitment from a systematic perspective;constructing a collaborative mechanism with clearly defined roles and responsibilities between the government and universities,stimulating institutional recruitment capacity through policy innovation,and developing a comprehensive evaluation system encompassing quantitative,qualitative,and ecological dimensions of international faculty development.
