摘要
无障碍服务对于保障读者平等便捷地享用公共资源和服务具有重大意义,有利于维护全民信息平等权益,彰显社会包容性和公正价值观。通过现状调研,梳理总结国内公共图书馆无障碍服务取得的成果及存在的问题。介绍日本国立国会图书馆“障害者”服务模式的特色做法,总结其在法律、环境、理念、主体、资源等方面的经验启示,为完善国内公共图书馆无障碍服务提出相关建议。
Barrier-free services are of great significance in ensuring equal and convenient access to libraries’public resources and services for readers,which helps safeguard the equal right to information for all citizens,and demonstrates social inclusivity and fair values.Through current situation research,the paper sums up the accomplishments and points out the existing challenges of domestic public libraries in offering accessible services.It also introduces the distinctive and advanced practices of the“barrier-free services for people with disabilities”model in the National Diet Library of Japan,and summarizes its experiences and insights in terms of laws,environment,concepts,entities,resources,and other aspects.Based on these analyses,the paper attempts to propose relevant suggestions to improve barrier-free services in domestic public libraries.
