摘要
作为畅通国内经济循环的重要基石,商品要素自由流动是构建新发展格局、推动经济高质量发展的核心动力之一。本文从商品要素流动的视角出发,以中国各省级政府公共数据开放平台的逐步上线为背景,运用双重差分模型探究了目的地政府公共数据开放对企业跨地区采购行为的影响及传导机制。研究发现,目的地政府公共数据开放显著促进企业进行跨地区采购。机制检验表明,目的地政府公共数据开放可以优化宏观市场竞争环境、法制环境以及信用环境,降低微观企业信息搜寻成本、制度性交易成本以及库存运输成本,进而吸引企业进行跨地区采购。异质性分析发现,目的地政府公共数据开放质量越高、平台越完善以及政策保障越有力时,越容易吸引企业进行跨地区采购;区分数据类型发现,法律类数据对企业跨地区采购决策具有极为显著的影响;此外,目的地政府公共数据开放对企业跨地区采购的促进作用在财政压力较小的地区、非技术密集型行业企业、数字技术运用水平较低的企业以及国有企业中更为显著。拓展性分析发现,目的地政府公共数据开放具有空间效应,并且政府公共数据开放在促进企业跨地区采购、调整企业供应链布局的基础上可以发挥产业链、供应链的协同效应,推动区域经济持续健康发展。本文研究结论为深刻理解数据要素在畅通国内经济大循环和构建全国统一大市场中的重要价值提供了经验借鉴和政策启示。
As an important cornerstone of the smooth domestic economic cycle,the free flow of commodity factors is one of the core driving forces for building a new development pattern and promoting high-quality economic development.From the perspective of commodity factor flow,this paper uses the difference-in-differences model to explore the impact and transmission mechanism of destination government public data opening on enterprises'cross-regional procurement behavior against the background of the gradual launch of China's provincial government public data opening platforms.It is found that the opening of public data of the destination government can significantly promote cross-regional procurement of enterprises.The mechanism test shows that the opening of public data of destination government can reduce the information search cost,institutional transaction cost and inventory transportation cost of micro enterprises by optimizing the macro market competition environment,legal environment and credit environment,so as to attract enterprises to carry out cross-regional procurement.Heterogeneity analysis shows that the higher the quality of public data opening of destination government,the better the platform and the stronger the policy guarantee,the easier it is to attract enterprises to carry out cross-regional procurement.By distinguishing the data types,it is found that legal data has a very significant impact on the cross-regional procurement decision-making of enterprises.In addition,the promotion effect of destination government public data openness on cross-regional procurement of enterprises is more significant in regions with less financial pressure,enterprises in non-technology-intensive industries,enterprises with lower levels of digital technology use,and state-owned enterprises.Expanded analysis finds that the opening of government public data in destinations has spatial effects,and the opening of government public data can play a synergistic effect of the industrial chain and supply chain on the basis of promoting cross-regional procurement and adjusting the layout of the enterprise supply chain,and promote the sustainable and healthy development of the regional economy.The conclusions of this paper provide experience and policy implications for a deep understanding of the important value of data elements in unblocking the domestic economic cycle and building a unified national market.
