摘要
分析了国土空间详细规划单元的概念内涵、类型特征及其在国土空间规划体系中的地位作用。针对划分标准不统一与模糊性,行政及管理边界协调困境,生态保护与发展需求平衡难题,公众参与及利益协调机制不完善等问题,提出了构建科学统一的划分标准体系,创新边界协调的模式方法,建立生态优先的详规单元划分策略,完善多元主体参与机制等解决方案,旨在提高规划科学性、适用性和公正性,促进国土空间可持续发展。
The concept,type characteristics,and role of detailed planning units in the national spatial planning system are analyzed.To address issues such as inconsistent and vague division criteria,coordination challenges between administrative and management boundaries,balancing ecological protection with development needs,and the imperfections in public participation and interest coordination mechanisms,solutions are proposed.These include establishing a scientific and unified division standard system,innovating boundary coordination models,adopting an ecological priority strategy for planning unit division,and improving the mechanism for multi-stakeholder participation.The aim is to enhance the scientific rigor,adaptability,and fairness of planning,thereby promoting the sustainable development of national spatial resources.
