摘要
标准是中国制度型开放的重要组成部分,在畅通国内国际双循环、支撑高质量发展方面具有重要的意义。文章以标准为切入点,结合制度型开放的相关理论,系统阐释了“标准制度型开放”的内涵与理论基础。研究发现,中国在标准领域逐步实现了由接受者向参与者、再到共同制定者的角色转变,有力推动了标准制度型开放向更宽领域、更深层次和更高水平不断发展。构建既契合国内发展需求,又顺应国际竞争格局的标准开放体系,已成为提升中国标准国际影响力、推动高水平开放的重要路径。基于此,文章从面向市场主体、对接国际市场与引领技术前沿三个维度,深入探讨了中国标准制度型开放的路径选择,强调在扩大国际合作的过程中持续提升制度型开放水平。
Standards are a crucial component of China′s institutional opening-up.They play a significant role in facilitating the smooth flow of domestic and international dual circulations and supporting high-quality development.This paper adopts a standards-focused approach and systematically elaborates on the connotation and theoretical foundation of"Standard Institutional Opening-Up"in the context of relevant theories of institutional opening-up.The study finds that China has undergone a transformation in the field of standards,evolving from a recipient to a participant and,ultimately to a co-creator.This has driven the continuous expansion of standard institutional opening-up into broader fields,deeper levels,and higher dimensions.Building a standard openness system that meets domestic development needs while adapting to the international competitive landscape is key to enhancing China′s international influence in standards and promoting high-level opening-up.Based on these findings,the paper deeply analyzes the path choices for China′s standard institutional opening up from three dimensions:market entities,integration with international markets,and leadership in technological frontiers.
