摘要
治水是一项复杂的系统工程,不仅要平衡经济、社会、环境、生态等各方面效益,而且要协调政府、企业、群众等利益相关方诉求,面临“风险高、任务重、难度大”的挑战。发动和依靠社会力量参与治水,构建“政府—企业—社会”多元共治的治水格局,能够有效应对上述挑战。“枫桥经验”坚持发动和依靠群众解决社会矛盾,被广泛应用于基层社会治理。应用“枫桥经验”应对治水挑战是促进社会力量参与治水和提升治水效能的一条新途径。以浙江省诸暨市为例,从水利政策的制定、实施、监督和评价全过程视角,探讨“枫桥经验”在治水中的应用和发展,采用诸暨市治水取得的成效进行验证,研究成果可为全国其他地区应对治水挑战和解决治水难题提供有益借鉴。
Water governance is a complex and systemic endeavor that requires balancing economic,social,environmental,and ecological benefits while also reconciling the interests of diverse stakeholders,including government entities,enterprises,and the general public.The process is often confronted with high risks,heavy responsibilities,and significant challenges.Engaging and relying on social forces to participate in water management and establishing a multi-stakeholder governance framework involving government,enterprises,and society have proven effective in addressing these challenges.The“Fengqiao Experience,”known for its emphasis on mobilizing and relying on the masses to resolve social conflicts,has been widely adopted in grassroots governance throughout China.Applying this approach to water governance offers a novel pathway for enhancing public participation and improving governance outcomes.Taking Zhuji City in Zhejiang Province as a case study,this paper examines the application and evolution of the“Fengqiao Experience”in water governance,covering the full cycle of policy formulation,implementation,supervision,and evaluation.The effectiveness of this model is validated through the water governance achievements in Zhuji.The findings provide valuable insights and a replicable model for other regions in China to address water governance challenges and improve management effectiveness.
