摘要
水利防汛物资是水旱灾害防御工作的重要组成部分,是提高应对洪涝台旱灾害能力的坚实保障。为了进一步适应新形势的需要,通过实地调研、座谈交流、查阅资料等方式,对浙江省水利防汛物资储备管理的规模结构、管理制度、储备方式等现状情况进行分析,发现当前存在保障不够及时、储备不够精准、管理不够规范的问题。基于这些情况,立足防汛新职能,围绕优化物资布局模式、运用高新设备技术、完善物资储备方式、健全维保工作体系、建设数智仓储、规范制度管理等方面,提出创新工作模式、重塑工作机制等意见建议,以期高水平推进全省水利防汛物资储备管理体系和能力现代化。
Flood control materials are a crucial component of water-related disaster prevention and a solid guarantee for improving the province’s response capacity to floods,droughts,and typhoons.To adapt to new situations and challenges,this paper conducts field research,expert discussions,and data review to analyze the current situation of Zhejiang's flood control material reserves in terms of scale,structure,management systems,and reserve methods.Problems such as insufficient timeliness,lack of precision,and poor standardization in management are identified.Based on these findings,the paper proposes innovative working models and a restructured mechanism,focusing on optimizing the reserve layout,utilizing advanced technologies,improving reserve methods,strengthening maintenance systems,building intelligent warehousing,and standardizing management.These efforts aim to modernize the province’s flood control material management system and capabilities.
