摘要
浙东引水工程是时任浙江省委书记习近平亲自研究、亲自擘画、亲自推动的惠及浙东地区4市18县1750多万人口的水资源配置战略工程,由萧山枢纽、曹娥江大闸、曹娥江至慈溪引水、上虞枢纽、钦寸水库和舟山大陆引水等6项骨干工程组成,引水干线总长323 km,总投资超117亿元。22年来,浙江积极践行习近平总书记的治水理念,尤其是习近平总书记提出“节水优先、空间均衡、系统治理、两手发力”十六字治水思路以来,更进一步推动了浙东引水工程的全面建成,重构浙东发展水脉。2023年1月工程入选水利部“人民治水·百年功绩”,2024年11月入选“共和国印记”见证物名单。实践证明:习近平总书记治水思路对浙东引水工程具有重要意义,进一步指引了浙东引水工程的发展方向。
The Eastern Zhejiang Water Diversion Project is a strategic water resource allocation project personally initiated and promoted by Xi Jinping during his tenure as Secretary of the Zhejiang Provincial Party Committee.It benefits over 17.5 million people across 4 cities and 18 counties.The project consists of six core components including the Xiaoshan Hub,Cao’e River Sluice,the water diversion route from Cao’e River to Cixi,the Shangyu Hub,Qincun Reservoir,and the water diversion from mainland to Zhoushan,spanning a total length of 323 kilometers with an investment exceeding 11.7 billion yuan.Over the past 22 years,Zhejiang has earnestly implemented Xi Jinping’s water management philosophy,particularly the“Four Principles”of prioritizing water conservation,balancing spatial distribution,systematic governance,and coordinated efforts.These have greatly contributed to the successful completion of the project and the restructuring of the water system in eastern Zhejiang.In 2023,the project was selected as a“People’s Water Legacy-Century Achievement”by the Ministry of Water Resources,and in 2024,it was listed as a“Republic Imprint”historical witness project.Practice has proven the critical guiding role of Xi Jinping’s water management philosophy in the development of the Eastern Zhejiang Water Diversion Project.
