摘要
创新链产业链资金链人才链(以下简称“‘四链’”)融合是新发展格局下创新驱动产业集群化发展和推动工业园区生态系统高质量演进的基础,但结合当前我国现代产业体系建设实践从产业集群层面对其与创新生态系统之间的关系及作用机制的系统深入分析尚存在不足。为此,通过对苏州工业园区的纵向案例分析,提出了产业创新集群演化过程中“四链”融合、集群政策、区域创新生态系统演进的内在逻辑关系和理论框架。研究表明:第一,在工业园区高质量发展过程中,“四链”融合、集群政策与区域创新生态系统三者相辅相成,“四链”融合与创新生态系统发展具有要素一致性和发展相容性,其目的在于实现系统的可持续高效运行及演进;第二,“四链”是产业集群的核心构成要素和各类创新主体的有机组合体;第三,“四链”在协同性融合过程中,区域特色的集群政策在工业园区不同发展阶段及产业集群生命周期内呈现动态组合变化,对创新生态系统的高能级演化产生重要的目标导向和保障作用。据此提出加强“四链”融合顶层设计、有效提升多链融通水平,强化集群政策体系动态调整、构建系统化布局,加强区域创新生态系统培育等相关建议。
The integration of the innovation,industrial,capital,and talent chains(hereinafter referred to as the"four chains")is the foundation for driving the cluster development of industries through innovation and promoting the high-quality evolution of the industrial park ecosystem under the new development pattern.However,there are still some deficiencies in the systematic and in-depth analysis of the relationship and mechanism between the integration of"four chains",industrial clusters,and innovation ecosystem based on the current practice of modern industrial system construction in China.Therefore,through the vertical case analysis of Suzhou Industrial Park,the internal logical relationship and theoretical framework of the integration of the"four chains",cluster policies,and the evolution of the regional innovation ecosystem in the evolution process of industrial innovation clusters are proposed.The results show that First,in the high-quality development process of the industrial park,the integration of the"four chains",cluster policies,and the regional innovation ecosystem complement each other,and the integration of the"four chains"and the development of the innovation ecosystem have consistency in elements and compatibility in development,its purpose is to achieve the sustainable and efficient operation and evolution of the system.Second,the"four chains"are the core constituent elements of industrial clusters and an organic combination of various innovation entities.Thirdly,during the process of collaborative integration of the"four chains",the cluster policies with regional characteristics show dynamic combination changes at different development stages of the park and throughout the life cycle of the industrial cluster,playing an important role in goal guidance and guarantee for the high-level evolution of the innovation ecosystem.Accordingly,it is recommended to strengthen the top-level design of the integration of the"four chains"to effectively enhance the level of multi-chain coordination;to reinforce the dynamic adjustment of the cluster policy system and establish a systematic layout;and to promote the cultivation of regional innovation ecosystems.
