摘要
在我国深入实施创新驱动发展战略的背景下,我国科研资助体系正从规模扩张向质量提升转型,资助体系的精准绩效评估对实现高水平科技自立自强具有关键意义。为此,构建颠覆性创新和学术影响力双维度科研基金资助效果评估框架,系统测度并比较国家自然科学基金、国家留学基金、国家重点研发计划及中国博士后科学基金的科研资助效果。使用InCites数据库和开放引文数据库,在学术影响力评价指标(文献累计被引频次和学科规范化引文影响力)的基础上,结合基于引文网络分析科研论文创新性的颠覆性创新评价指标(绝对颠覆性指数和基于引证数据来源优化的颠覆性指数),采用Spearman相关性检验指标关联,并运用Kruskal-Wallis非参数检验分析区域异质性。从资助策略、地区分布、机构效能和学科布局等多个维度分析比较各基金的特点与差异,为我国科研资源配置优化和资助体系完善提供参考。
Under the background of the in-depth implementation of innovation-driven development strategy,China’s scientific research funding system is transforming from scale expansion to quality improvement,and the accurate performance evaluation of the funding system is of key significance to achieve high-level scientific and technological self-reliance.This study develops a dual-dimensional evaluation framework for research funding effectiveness focusing on disruptive innovation and academic impact,systematically assessing and comparing funding outcomes across four major Chinese research programs:National Natural Science Foundation,China Scholarship Council,National Key Research and Development Program,and China Postdoctoral Science Foundation.Combining the use of InCites database and COCI,on the basis of academic impact evaluation(cumulative citation and CNCI),disruptive innovation evaluation indices(absolute disruptive index and corrected disruptive index based on citation data)based on citation network analysis of the innovation of scientific research papers are introduced.Spearman correlation test is used to identify correlations between indices.Regional heterogeneity is analyzed by Kruskal-Wallis nonparametric test.The study analyzes and compares the characteristics and differences of each fund from the aspects of funding strategy,regional distribution,institutional effectiveness,and discipline layout,and provides references for optimizing the allocation of scientific research resources and improving the funding system in China.
