摘要
高职院校如何建立与外部质量治理相适应,适合学校发展的内部质量保障体系,摆脱学校质量治理效果低下的困境,关键是在思想和技术上实现由“制度保证”向“文化塑成”转向。高职院校要加强质量文化建设的顶层设计,完善以组织、程序为内容的质量制度建设,抓牢价值观、领导力、和谐人际关系等质量精神建设,使科学制度与质量精神相互协调,共同提高质量治理能力。
How can vocational colleges establish an internal quality assurance system that aligns with external quality governance and is suitable for the school’s development,thereby escaping the dilemma of ineffective quality governance?The key lies in achieving a transition from institutional guarantees to cultural shaping both ideologically and technically.Vocational colleges should strengthen the top-level design of quality culture construction.They should improve the quality system building by focusing on organization and processes,and emphasize the construction of quality spirit through values,leadership,and harmonious interpersonal relationships.This approach will facilitate coordination between scientific systems and quality spirit,collectively enhancing the quality governance capability of vocational colleges.
