摘要
共同富裕目标的实现有赖于国家对财富生成、财富累积及财富分配过程中出现的极端不公正结果进行矫正,抑制非因市场竞争造成的财富过度集中趋势。中国超大规模国情的优势体现为实现共同富裕的资源总量基础,劣势体现为市场一体化和均衡发展的较大治理成本。因此需要在保证中央政府权威的前提下激励各区域及各层级政府之间的自发协作,从财富资源生成源头阶段防范不合理的配置结构,最终实现社会财富在超大规模市场中的均衡分配。
The realization of common prosperity depends on state intervention to rectify extreme inequities in wealth creation,accumulation and distribution,and to curb the excessive concentration of wealth that arises outside the forces of market competition.China’s super-sized national scale presents advantages in terms of the overall resource base for common prosperity,and also poses challenges due to the high governance cost in the process of market integration and balanced regional development.Therefore,while upholding the authority of the central government,it is essential to encourage the spontaneous cooperation between governments at all levels and regions,prevent unreasonable allocation structures at the early stage of resource generation,and ultimately achieve the balanced distribution of social wealth within an ultra-large-scale market.
