摘要
打造深层次、高水平的营商环境是高质量发展的必然要求,也是推进中国式现代化的关键一环。研究发现:数据要素市场化能够显著促进营商环境优化;加大政府公共服务和科教支持力度、推进产品市场和要素市场建设均能够显著增强数据要素市场化对营商环境的优化作用;相较于北方地区、非三大经济圈地区以及市场化水平较低的地区,数据要素市场化对南方地区、三大经济圈地区以及市场化水平较高的地区营商环境的优化作用更强。研究结论拓宽了数据要素市场化的经济效应研究,为加快推进数据要素市场化,更好地发挥政府和市场的双重作用提供了理论参考和经验证据。
Creating a deep and high-level business environment is an inevitable requirement for high-quality development and a key part of promoting Chinese-style modernization.It is found that:firstly,data factor marketization can significantly promote the optimization of business environment;secondly,increasing the support of government public services and science and education,and promoting the construction of product market and factor market can significantly enhance the optimization of business environment bv data factor marketization;thirdly,compared with the northern regions,regions outside the three major economic circles,and regions with lower levels of marketization,the optimization effect of data element marketization on the business environment is stronger in the southern regions,the three major economic circles,and regions with higher levels of marketization.The findings of the study broaden the study on the economic effects of data factor marketization,and providetheoreticalreferences and empirical evidence for accelerating the marketization of data factors and better playing the dual roles of the government and the market.
