摘要
百年未有之大变局之下,“一带一路”倡议通过“一多互补”的关系性思维范式,为重构国际舆论秩序提供了突破西方“一多二元”认知框架的新视野。这一思维范式植根于中国传统哲学和丝路文明历史,通过主客体相互依存的价值逻辑解构静态二元对立,将国际舆论秩序置于多中心流动、多维度互构的关系性世界之中,最终指向多元文明共同体的建构。因此“一带一路”倡议推动国际舆论场呈现出双重转向:在结构维度打破“中心—边缘”的等级秩序,形成去中心化的传播网络;在主体维度超越零和博弈思维,构建基于共同利益的协商机制。基于此,“一带一路”倡议国际传播应通过重视关系网络,锚定并发挥“中间人”优势;立足区域国别,构建差异化的传播策略;以文化为切入口,通过回归日常生活,促进多元价值融合实现文化“贯通”,进而推动中国智慧编织出超越西方现代性叙事的全球治理新图景。
Under the great change that has not been seen in a hundred years,the Belt and Road Initiative has provided a new vision for reconstructing the international public opinion order through the relational thinking paradigm of"one-many complementary",which breaks through the western"one-many dualistic"cognitive framework.Rooted in Chinese traditional philosophy and the historical civilization of the Silk Road,this thinking paradigm deconstructs static binary oppositions through the value logic of interdependence between subjects and objects,placing the international public opinion order in a relational world of multi-centered mobility and multi-dimensional mutual construction,ultimately pointing to the construction of a community of pluralistic civilizations.Therefore,the Belt and Road initiative promotes the international public opinion field to show a double turn:in the structural dimension,it breaks the hierarchical order of"center-periphery"and forms a decentralized communication network;in the subjective dimension,it transcends the thinking of zero-sum game,and builds a negotiation mechanism based on common interests.Based on this,the international communication of the Belt and Road Initiative should emphasize the relationship network to anchor and give full play to the advantage of"intermediaries",build differentiated communication strategies based on regional countries,and take culture as the entry point to promote cultural"penetration"and"integration"of pluralistic values by returning to daily life,so as to promote Chinese wisdom to weave a new picture of global governance that transcends the narrative of western modernity.
