摘要
中国式现代化为社会治理体系和治理能力现代化建设提供了战略指导和行动指南,是理解中国社会治理现代化进程的根本前提。市域社会治理作为我国社会治理体系和治理能力现代化建设的重要场域,其现代化过程需置于中国式现代化的理论框架之中,从而形成了具有中国独特内涵的实践模式。J市社会治理的实践模式,注重党建引领确保治理方向、组织协同发力提供治理保障、民众持续参与注入治理活力、社区微观实践体现治理重心。然而该模式也面临治理空间多样复杂、治理理念相对固化、治理组织亟须强化、治理风险不断增加等多重挑战。未来市域社会治理现代化的进程需要持续深入推进理念现代化、组织现代化、过程现代化、工具现代化,以期构建具有本土特色、市域特点、时代特征的中国式社会治理新模式。
Chinese-style modernization provides strategic guidance and action guide for the modernization of social governance system and governance capabilities,and is the fundamental prerequisite for understanding the modernization process of China’s social governance.As an important field in the modernization of social governance system and governance capabilities in China,urban social governance needs to be placed in the theoretical framework of Chinese-style modernization,forming a practical model with China’s unique connotation.The practical model of social governance in J City focuses on party building and leading to ensure the direction of governance,organizational coordination and efforts to provide governance guarantees,people’s continuous participation in injecting governance vitality,and community micro-practice reflects the focus of governance,but it also faces multiple challenges such as diverse and complex governance space,relatively solid governance concepts,urgently strengthening governance organizations,and increasing governance risks.In the future,the process of modernizing urban social governance needs to continue to deepen the modernization of concepts,organizational modernization,process modernization,and tool modernization,and ultimately build a new Chinese-style social governance model with local characteristics,urban characteristics,and era characteristics.
