摘要
提升黄河流域城市水环境质量是守护生态安全和促进区域可持续发展的核心措施之一。基于TOE框架,采用汇总型fsQCA和多时段fsQCA,从组态视角探究多要素协同对黄河流域城市水环境治理的驱动机制。研究发现,城市水环境质量并非由单一条件驱动,而是多个条件协同联动的结果。汇总型fsQCA分析揭示了两类高城市水环境质量的驱动路径:1)组织-环境双元驱动路径,包括政府监管与经济发展为核心条件存在的组态路径,以及政府监管、财政支出与经济发展为核心条件存在的组态路径。2)技术-组织-环境三元驱动路径,包括绿色技术创新、财政支出和产业结构为核心条件存在的组态路径。多时段fsQCA分析结果显示,各时段内技术、组织和环境条件的互动能够形成多样化的驱动组态,其中政府监管与经济发展在不同阶段持续发挥协同作用。此外,黄河流域不同地区的水环境质量驱动路径存在显著差异,产业结构对上游地区的影响较为明显,而绿色技术创新在下游地区的作用更为突出。研究揭示了技术、组织和环境条件在提升城市水环境质量过程中协同效应的动态演变及区域差异,深化了对城市水环境质量决定因素复杂互动关系的理解,为地方政府推进水生态治理提供了理论依据和实践参考。
Improving urban water quality in the Yellow River Basin is crucial for ecological security and sustainable development.This study applies a TOE framework,along with pooled and multi-period fsQCA methods,to examine the influence of multifactorial synergies on urban water governance in the Yellow River Basin from a configurational perspective.The findings demonstrate that urban water quality results from synergistic interactions among multiple factors rather than a single factor.The pooled fsQCA analysis reveals two types of driving pathways for high urban water quality:the first one is an organizational-environmental dual-driving pathway,including configurations where government regulation and economic development exist as core conditions,and the configurations where government regulation,fiscal expenditure,and economic development exist as core conditions.The second one is a technological-organizational-environmental tri-driving pathway,including configurations where green technological innovation,fiscal expenditure,and industrial structure exist as core conditions.The multi-period fsQCA analysis demonstrates that interactions among technological,organizational,and environmental factors create diverse configurations across different periods,with government regulation and economic development consistently playing a synergistic role at each stage.In the Yellow River Basin,different regions adopt diverse pathways to improve water quality,with industrial structure being the prominent factor in upstream regions,while green technological innovation playing a greater role in downstream regions.The research uncovers the dynamic evolution of synergistic effects among technological,organizational,and environmental conditions in enhancing urban water environmental quality,while revealing distinct regional disparities,and the findings deepen the understanding of complex interactions among underlying determinants of urban water environmental quality,thereby providing theoretical foundations and practical references for local governments to advance water ecological governance.governance enhances our understanding on these complex interactions,and offers theoretical and practical guidance for local governments in water governance.
