摘要
我国精神障碍患者人数多,呈低龄化趋势,肇事肇祸风险高。涉及精神障碍患者肇事肇祸的基层警情具有占比高、以救助类为主、处置难度大等特征。当前公安机关管控工作取得一定成效,但仍存在信息登记缺失、收治困难、家属监护不力及沟通不足等问题。应从管控向治理、从管理向救助、从不法向不幸的理念转变,通过构建多元治理体系、明确救助责任主体、完善社会支持机制,提升管控质量与实效,为精神障碍患者肇事肇祸的治理提供新视角,助力平安中国建设与弱势群体保护。
The number of patients with mental disorders in China is large,showing a trend of younger age,and the risk of causing accidents and accidents is high.Basic-level police situations involving persons with mental disorders who cause accidents and accidents are characterized by a high proportion,mainly rescue,and difficult to handle.At present,the public security organs have achieved certain results in their management and control work,but there are still problems such as lack of information registration,difficulties in admission,ineffective family guardianship,and insufficient communication.It is necessary to change the concept from control to governance,from management to assistance,and from lawlessness to misfortune,and improve the quality and effectiveness of management and control by building a pluralistic governance system,clarifying the main body responsible for rescue,and improving social support mechanisms,so as to provide a new perspective for the management of persons with mental disorders who cause accidents and disasters,and help build a safe China and protect vulnerable groups.
