摘要
通过聚焦浙江省内发生的较大及以上级别的生产安全事故,系统分析事故发生规律,深入探究事故成因,旨在提出针对性防控策略。在研究方法上,综合运用统计分析法和案例归纳法,对八大核心事故因素深入剖析。研究发现,人为因素在各行业引发的事故中占据主导地位,教育培训因素次之,凸显了人为失误与知识技能不足对安全生产构成的严峻挑战,环境因素与设备设施因素亦显著上升为事故频发的重要诱因。基于以上研究结果,提出了事故研究的相应对策建议,一是构建专家库,汇聚行业内外顶尖智慧,为安全生产提供专业指导与技术支持;二是建设安全生产数据库,借助大数据技术实现事故信息的全面整合与深度挖掘,为事故预防与应急响应提供科学依据;三是强调深化事故原因的分析研究与事故调查的技术支撑能力,以综合措施有效促进安全生产管理体系的完善与实施,进一步保障生产活动的安全稳定进行。未来,通过技术赋能与创新应用、社会参与和责任落实、深化事故调查与研究、信息共享与协同合作、宣传教育与能力建设、加强国内外交流与合作等措施,促进浙江省安全生产管理体系的完善与实施,进一步保障生产活动的安全稳定进行,为中国安全生产形势的持续稳定好转提供有益借鉴。
By focusing on the large and above-level production safety accidents in Zhejiang Province,this paper systematically analyzes the law of accident occurrence,deeply explores the causes of accidents,and aims to put forward targeted prevention and control strategies.In terms of research methods,statistical analysis and case induction are comprehensively used to analyze the eight core accident factors.The study found that human factors dominate the accidents caused by various industries,followed by education and training factors,highlighting the serious challenges posed by human errors and lack of knowledge and skills to safety production.Environmental factors and equipment and facilities also significantly increased as an important cause of frequent accidents.Based on the above research results,the corresponding countermeasures and suggestions for accident research are put forward.The first is to build an expert database,gather top wisdom inside and outside the industry,and provide professional guidance and technical support for safe production.The second is to build a safety production database,realize the comprehensive integration and deep mining of accident information with the help of big data technology,and provide scientific basis for accident prevention and emergency response.The third is to emphasize the technical support ability of deepening the analysis and research of accident causes and accident investigation,so as to effectively promote the improvement and implementation of safety production management system with comprehensive measures,and further ensure the safety and stability of production activities.In the future,through technical empowerment and innovative application,social participation and responsibility implementation,deepening accident investigation and research,information sharing and collaborative cooperation,publicity and education and capacity building,strengthening domestic and foreign exchanges and cooperation and other measures to promote the improvement and implementation of the safety production management system in Zhejiang Province,further ensure the safety and stability of production activities,and provide useful reference for the continuous and stable improvement of China's safety production situation.
