摘要
如何在政策层面推动创意城市创新发展值得思考和实践。文化消费试点政策作为城市转型发展的重要制度,如何促进创意城市发展?在分析试点政策影响创意城市发展的内在机理基础上,以文化消费试点政策为准自然实验构建多时点双重差分模型,分析文化消费试点政策对于城市创意发展的影响机制。研究发现:文化消费试点政策的实施可以显著促进城市创意发展水平。机制检验表明,文化消费试点政策促进创意城市发展主要是通过需求引领效应、产业结构高级化、投资支撑效应以及科技创新效应来实现。研究结论为新时代城市发展提供了新路径,进而为促进城市高质量发展提供了政策启示。
Exploring policy-level approaches to drive the innovative development of creative cities warrants theoretical and practical attention.As an important institutional arrangement for urban transformation,how do the pilot cultural consumption policies boost the development of creative cities?To find out the answer,this study analyzes the internal mechanisms through which pilot policies influence creative city development.On such basis,a multi-period difference-in-differences model is constructed through conducting a quasi-natural experiment of pilot cultural consumption policies,thereby examining its impact mechanisms on urban creative development.Research findings reveal that the implementation of pilot cultural consumption policiessignificantly enhances urban creative development levels.Mechanism testsdemonstrate that these effects are primarily achieved through demand-driven effects,industrial structure upgrading,investment support effects,and technological innovation effects.The conclusions provide new pathways for urban development in the new era and policy implications for promoting high-quality urban development.
