摘要
海洋碳汇是地球生命支持系统的核心组成部分,其保护与科学利用对实现碳中和、维护生物多样性、保障人类可持续发展具有战略意义,同时,海洋碳汇维系着生物多样性,支撑渔业资源与数亿沿海居民生计,并催生了蓝碳交易、生态修复等可持续发展路径。强化海洋碳汇能力不仅是实现“双碳”目标的战略支点,更是深度参与全球气候治理、践行海洋命运共同体理念的关键路径。海洋碳汇的发展历程可以分为几个关键阶段:首先是概念的提出,随后是科学认知的逐步深化,最终这一议题被纳入政治讨论之中。在这一过程中,联合国下属机构、非政府组织以及各国政府都发挥了至关重要的作用。本文通过系统分析国际海洋碳汇领域的前沿研究成果,凝练全球共识框架,解析关键政策路径与实施进展,并提炼国际实践经验,为完善我国海洋碳汇发展机制、深度参与全球气候治理与海洋治理体系创新提供理论支撑与实践启示。
Marine carbon sinks are a core component of the Earth's life support system,and their protection and scientific utilization are of strategic significance for achieving carbon neutrality,maintaining biodiversity,and ensuring sustainable human development.At the same time,marine carbon sinks maintain biodiversity,support fishery resources and the livelihoods of hundreds of millions of coastal residents,and give rise to sustainable development paths such as blue carbon trading and ecological restoration.Strengthening the ocean's carbon sequestration capacity is not only a strategic pivot to achieve the"dual carbon"goal,but also a key path to deeply participate in global climate governance and practice the concept of a community with a shared future for the ocean.The development process of ocean carbon sinks can be divided into several key stages:first,the concept was proposed,then the scientific understanding was gradually deepened,and finally this issue was included in political discussions.During this process,United Nations agencies,non-governmental organizations,and governments of various countries have all played crucial roles.This article systematically analyzes the cutting-edge research achievements in the field of international ocean carbon sinks,condenses the global consensus framework,analyzes key policy paths and implementation progress,and extracts international practical experience,providing theoretical support and practical inspiration for improving China's ocean carbon sink development mechanism and deeply participating in global climate governance and ocean governance system innovation.
