摘要
新质生产力是新型的先进生产力,既具有科学技术、劳动者、劳动资料、劳动对象等生产力要素内容,又具有高科技、高质量、高效能等新特性。通过探究工业革命生产力演进逻辑规律,明确当前形成和发展新质生产力,主要途径是科技创新和增强劳动者、劳动资料、劳动对象的科技属性。地方经济尤其是传统产业为主导的地区,发展新质生产力要因地制宜,发挥科学技术溢出效应和后发优势,重点围绕数字技术谋划产业布局,提高科技人才的数量和质量,加强科技创新的人才保障,从而有效推动经济高质量发展。
The new quality productive force is a new type of advanced productive forces that not only has the content of productive force elements such as science and technology,labor,labor tools,and objects of labor,but also has new characteristics such as high technology and high quality.Looking back on the logic of the evolution of productive forces in the industrial revolution,the main approach to form and develop new quality productive forces at present is technological innovation and enhancing the scientific and technological attributes of labor,labor tools,and objects of labor.For local economies,especially those dominated by traditional industries,developing new quality productive forces should be done in a way that takes advantage of local conditions,gives full play to the spillover effects and latecomer advantages of science and technology,and focuses on planning industrial layout around digital technology,improves the quantity and quality of scientific and technological talents,strengthens the talent guarantee for scientific and technological innovation,so as to effectively promote high-quality economic development.
