摘要
在国家大力推动“一城一港”“干支联通”发展的时代背景下,“水系成网”建设全面提速,地方政府、沿江港航等企事业单位对开通专用航道的需求增多,探讨其规范化管理意义十分重大。分析了长江干线专用航道发展现状,剖析了存在的突出问题,提出了专用航道通航管理全过程发展思路和对策,以期为强化航道资源保护和公共服务、促进水运和沿江经济发展提供政策参考。
Under the background of China’s promotion of“One City,One Port”and“trunk-branch connectivity”,the construction of“interconnected waterway networks”has accelerated significantly.With the increasing demands for opening dedicated channels by local governments,enterprises,and institutions along the Yangtze River,it is necessary to explore the standardized management of these dedicated channels.This paper analyzes the development status and prominent problems of dedicated channels on the trunk line of the Yangtze River,and proposes development ideas and measures for the whole-process management of these dedicated channels.The research aims to provide policy references for strengthening channel resource protection and public services,and promoting water transportation and economic development along the Yangtze River.
