空间正义视角下学前教育资源空间格局的现实挑战与政策建议 被引量:3

Spatial Justice Perspective:Real Challenges and Policy Suggestions for the Spatial Pattern of Preschool Education Resources

摘要 空间正义是学前教育资源空间配置向纵深发展而产生的新价值诉求。以我国某东部城市为例,对城市学前教育资源空间格局进行分析,发现:尽管总量充足且覆盖率大幅提升,城市学前教育资源仍面临局部空间供需错配、远郊幼儿入园远、优质教育资源空间隔离、低收入家庭入园贵等正义缺失问题。城市内部的社会空间分异提高了学前教育资源空间配置的复杂性。在人口新形势和高质量学前教育发展的背景下,应转变以追求规模效益为主的“自然-物理”资源布局观,在“社会-空间”互动的基础上构建立体的学前教育资源空间格局,充分发挥政府的弱势补偿和再分配功能,通过对学前教育资源物理空间、功能空间、心理空间、价值空间四层空间的整体性治理,推进学前教育空间布局正义。 Spatial justice is a new value pursuit that arises from the in-depth development of spatial configuration of preschool education resources.This study takes a city in eastern China as an example to analyze the spatial pattern of urban preschool education resources.It is found that despite an adequate total amount and a significant increase in coverage,urban preschool education resources still face issues such as local spatial supply-demand mismatches,long distances for children in remote suburbs to attend kindergartens,spatial isolation of high-quality educational resources,and high costs for low-income families to access preschool education,all of which indicate a lack of justice.The internal social spatial differentiation of the city increases the complexity of the spatial configuration of preschool education resources.Under the new population situation and the background of high-quality preschool education development,it is necessary to shift from the“natural-physical”resource layout view that primarily pursues scale benefits.On the basis of“society-space”interaction,a three-dimensional spatial layout of preschool education resources should be constructed.The government’s compensatory and redistributive functions for the disadvantaged should be fully leveraged,and through the holistic governance of the physical space,functional space,psychological space,and value space of preschool education resources,spatial layout justice in preschool education should be promoted.
