摘要
“非法、未报告和无管制捕捞”(IUU捕捞)议题因其所具有的特殊性和复杂性而备受国际社会关注。近年来,随着转向大国竞争战略,美国明显加大了对IUU捕捞议题的泛安全化操弄,使之逐渐超越渔业资源安全自身属性,成为美国借以谋求战略利益和配合遏华目标的一个重要抓手。美国打着“打击IUU捕捞”的幌子,抹黑中国正常合法的远洋渔业活动,并将其作为进一步介入“印太”海域安全事务的一个突破口,试图为干涉南海事务争取更多合法性和域内外支持,从而服务于其遏制打压中国的战略需要。美国的这一做法导致南海等中国周边海域的安全形势更趋复杂。
Deputy Director,Professor and Doctoral Supervisor at the Institute of International Relations,Nanjing University;Wang Tengfei,Assistance Research Fellow at the Center for Oceans Law and Policy of the National Institute for South China Sea Studies;and Xue Liang,Doctoral Student at the Institute of International Relations,Nanjing University.The issue of“illegal,unreported and unregulated fi shing”(IUU fi shing)has drawn much attention from the international community due to its particularity and complexity.In recent years,as it has shifted to a major power competition strategy,the United States has signifi cantly intensifi ed its pan-security manipulation of the IUU fi shing issue,making it gradually go beyond the inherent attribute of fi shery resource security and become an important starting point for the United States to promote its strategic interests and support its containment strategy against China.Under the guise of“cracking down on IUU fi shing”,the United State smears China’s normal and legal pelagic fi shing activities,and takes it as a breakthrough point for its further involvement in the security aff airs of the“Indo-Pacifi c”sea area,in a bid to win more legitimacy and support within and outside the region for its interference into the South China Sea aff airs,serving the needs of its containment strategy against China.This practice of the United States has made the security situation in the South China Sea and other sea areas surrounding China more complicated.
