摘要
基于浙江省213份微观调研数据,借助选择实验法和混合Logit模型,实证分析农户对耕地质量保护政策的选择偏好及其异质性,并估计农户对不同政策工具属性的边际接受意愿。结果发现:农户整体上更倾向于“不参与”耕地质量保护政策,但政府补贴、保险支持、技术培训和销售支持这四项政策能够显著提升农户参与耕地质量保护的意愿;农户对耕地质量保护政策的偏好存在异质性,性别、年龄、是否兼业、家庭农业年收入是偏好异质性的重要来源;农户对不同耕地质量保护政策的偏好程度不同,从高到低依次为销售支持、技术培训、保险支持、政府补贴、政府监管。政府应根据农户的政策偏好、偏好程度及其异质性需求,制定并动态调整耕地质量保护政策,提升政策实施效率。
Based on 213 micro research data in Zhejiang Province,this paper empirically analyzes farmers’preferences for farmland quality protection policies and their heterogeneity with the help of choice experiments and mixed Logit models,and estimates farmers’marginal willingness to accept the attributes of different policy instruments.The results show that:farmers generally exhibit an inclination toward“non-participation”in farmland protection policies,but government subsidies,insurance support,technical training and marketing support can significantly increase their participation willingness.Farmers’preferences for farmland quality protection policies are heterogeneous,with gender,age,whether having a side job,and annual household income from agriculture being the main sources of heterogeneity.Farmers’preferences for different farmland quality protection policies show a descending order of marketing support,technical training,insurance support,government subsidies,and government regulation.Therefore,the government should formulate and dynamically adjust farmland quality protection policies according to farmers’policy preferences,preference degree and their heterogeneous needs,so as to enhance the efficiency of policy implementation.
