摘要
基于患病信息的客观指标测算发现,老年人的医疗需求主要包含疾病治疗、康复护理、健康管理三类需求,概率分别为44.7%、0.2%和55.1%;养老需求中的护理需求较为迫切,有护理需求的老年人占比约为17.98%。但医养结合保障却较为滞后。一方面,传统家庭养老在医养结合服务保障中的贡献不足,社会化服务保障也在康复期和稳定期的医疗服务中存在短板;另一方面,自理和不能自理老年人的经济保障缺口最高分别为29735.72元/年和39772.76元/年,且东、中、西部地区呈现出一定差异。未来应扩大供给,引导老年人康复期的医养结合需求,充实居家老年人所需的社区中的上门诊疗服务等,完善保险和补贴政策以填补老年人的经济保障缺口。
Based on the measurement of objective indicators of disease information,it is found that the health needs of the elderly mainly include disease treatment,rehabilitation nursing and health management,with the probability of 44.7%,0.2%and 55.1%respectively;The nursing needs of the elderly are urgent,and the proportion of the elderly with nursing needs is about 17.98%.However,the guarantee of the combination of health care and nursing care is weak.On the one hand,it is found that the contribution of traditional family support in the combination of health care and nursing care is insufficient,and the social service guarantee gap is mainly concentrated in the health services in the rehabilitation stage and stabilization stage.On the other hand,the maximum economic security gaps for the self-care elderly and for the disabled and semi disabled elderly are 29735.72 yuan/year and 39772.76 yuan/year,and there is a certain difference among the eastern,central and western regions.In the future,we should expand the supply to guide the demand for the combination of health care and nursing care of the elderly in the rehabilitation period,enrich the on-site diagnosis and treatment services in the community required by the elderly at home,and improve the insurance and subsidy policies to fill the gap of economic security for the elderly.
