摘要
[目的/意义]21世纪以来,韩国外交型智库的涉外研究成果为其政府与企业的对外政治经济决策提供了大量数据支撑。聚焦韩国外交型智库的涉华研究有助于我国更好地理解韩国对外战略特点与趋势,为我国对韩外交政策提供参考。[方法/过程]本文先对韩国外交型智库发展沿革及特点进行梳理,再以国家安保战略研究院发表的战略报告为例,对其涉华议题内容及特征进行探讨。[结果/结论]历史传统、地缘政治及经济格局塑造了当今韩国的对外政治交往形态。研究发现,韩国外交型智库涉华研究主要集中在政治体制改革、周边外交政策、中美战略竞争及中国经济安全领域。建议我国智库针对韩国外交型智库建立分级监测机制,积极推动中韩智库开展联合研究,并进一步完善两国智库人才交流机制等。
[Purpose/Significance]Since the beginning of the 21st century,Republic of Korea’s foreign pol-icy think tanks have produced a wide range of research that provides essential data support for governmental and corporate decision-making in international political and economic affairs.Focusing on their research related to China can help enhance China’s understanding of the characteristics and evolving trends of Republic of Korea’s foreign policy,and offer valuable references for China’s diplomatic strategy toward Republic of Korea.[Method/Process]This paper first reviews the development and defining features of Republic of Korea’s foreign policy think tanks.It then uses the strategic reports published by the Institute for National Security Strategy(INSS)as a case study to analyze the content and characteristics of China-related research topics.[Result/Conclusion]Repub-lic of Korea’s current foreign political interactions have been shaped by its historical legacy,geopolitical environ-ment and economic structure.The study finds that China-related research conducted by Republic of Korea foreign policy think tanks mainly focuses on areas such as political system reform,peripheral diplomacy,China-U.S.stra-tegic competition,and China’s economic security.It is recommended that Chinese think tanks establish a tiered monitoring mechanism targeting Republic of Korea’s diplomatic think tanks,while actively promoting joint re-search between Chinese and Republic of Korea think tanks and further improving the talent exchange mechanisms between the two countries’think tanks.
