摘要
[目的/意义]智库是全球卫生治理的“多利益攸关方”之一,也是卫生治理规范的重要倡导者。发掘智库进行卫生治理规范倡导的主要方式。这不仅对提升中国智库的全球治理能力具有重要意义,还有助于在后疫情时代全球卫生治理改革进程中贡献中国智库的专业力量。[方法/过程]本文结合规范制定的框架理论,通过构建智库参与全球卫生治理规范制定的机制模型,展示智库具体参与规范制定的不同阶段,并以“同一健康”规范为典型案例,分析智库通过信息筛选、制造舆论、边界工作、框架反思4种机制运作,使“同一健康”成为国际社会的优先事项与普遍规范。[结果/结论]智库通过4种机制介入规范制定的过程,发挥着重要的知识供给作用,不断推动规范的生成与扩散。面对中国创建全新卫生治理规范的现实需求,中国智库需要从聘任代表性活动家、打造特色智库品牌、开展智库协同合作以及加强国际组织联系4个方面着手,积累专业知识、塑造倡议网络、进行规范倡导,从而推动中国提出的改革主张和规范理念走向世界舞台。
[Purpose/Significance]Think tanks are the key multi-stakeholders and important norm entrepreneurs of global health governance.Exploring the ways of think tanks to advocate norms,is not only of great significance to enhance their global governance capabilities,but also helps them contribute professional knowledge to global health governance reform in the post-epidemic era.[Method/Process]Based on frame theory of norm formulation,this paper demonstrates the specific mechanism of think tanks’participation in norms formulation,shows the different stages of participation,and takes the“One Health”norm as a typical example to analyze how think tanks operate through four mechanisms:information filtration,public opinion shaping,boundary work and framework reflection,helped elevate“One Health”to become the priority and universal norm of international society.[Result/Conclusion]The study reveals,the think tank intervenes in the process of norms formulation through four mechanisms,plays a crucial role in knowledge supply,and constantly promotes the generation and diffusion of norms.In the face of real demand of China to create new global health governance norms,Chinese think tanks need to start from four aspects:absorbing representative activists,building unique brand,carrying out think tanks collaboration and enhancing inter-national organization ties.Through these efforts,Chinese think tanks can accumulate professional knowledge,shape the initiative network,and conduct norm advocacy,thus promoting China’s reform ideas and normative concepts to the world stage.
