摘要
[目的/意义]互联网赋予公众新的表达利益的渠道,使网络舆情成为突发公共事件中社情民意的集中反映。探究社会化媒体环境下突发公共事件网络舆情对政策议程设置的影响,有助于政府优化危机管理能力,提升政府公信力。[方法/过程]本文基于多源流理论和SEIR模型,构建了突发公共事件网络舆情推动政策议程设置SEIRG(susceptible-exposed-infectious-recoveredgovernment,无知者—接触者—传播者—理智者—政府)模型,通过仿真实验揭示并验证了突发公共事件网络舆情演化对政策议程设置的推动作用。[结果/结论]突发公共事件网络舆情推动政策议程设置的演进逻辑包括:主体从被动少数变为主动多数;客体从杂乱零散变为有序完善;渠道从信息传递变为互动机制;效果从议程提出变为政策落地。最后,本文基于多源流理论从推动问题流高效畅通、政策流公正公开、政治流开放创新三方面提出对策建议,以期提升政府政策议程设置能力。
[Purpose/Significance]The Internet has endowed the public with new channels to express their interests,making online public opinion a concentrated reflection of public sentiment and public opinion in public emergencies.Exploring the influence of online public opinions on public emergencies in the social media envi-ronment on the setting of policy agendas is conducive to the government optimizing its crisis management ability and enhancing its credibility.[Method/Process]Based on the multi-source flow theory and SEIR model,the paper construct the SEIRG(susceptible-exposed-infectious-recovered-government)model of public emergency network public opinion promoting policy agenda setting,and and both reveal and validat the promoting role of the evolu-tion of public emergency network public opinion on policy agenda-setting through simulation experiments.[Result/Conclusion]The evolution logic of policy agenda setting promoted by online public opinion of public emergen-cies includes the following:the main body changes from passive minority to active majority;the object changes from disorderly and scattered to orderly and perfect;the channel changes from information transmission to inter-action mechanisms;the effect changes from agenda formulation to policy implementation.Finally,based on the multi-source flow theory,this paper puts forward countermeasures and suggestions from three aspects:promoting the efficient and smooth flow of problems,promoting the fair and open flow of policies,and promoting the open and innovative flow of politics,with the aim of enhancing the government’s ability to set policy agendas.
