摘要
在“双碳目标”背景下,绿色就业与就业绿色化成为推动经济可持续发展和实现生态文明建设的重要议题。然而,当前绿色就业研究存在概念界定模糊、政策效应分歧以及路径选择不明等问题。本文从理论与实践双重视角出发,首先系统梳理了绿色就业的概念演变与本土化发展,阐释了绿色就业在就业创造与破坏效应之间的理论分歧,并系统分析了多种实现绿色就业的统计测量方法与政策工具选择。其次,基于“差异化绿色就业理论”框架,结合区域、行业和群体特点,提出绿色就业的差异化动态实现路径。本研究提出,绿色就业政策的正面效应与破坏效应需动态平衡;针对不同区域经济发展水平,应制定差异化的绿色就业政策工具,包括精准的统计监测体系、技能提升计划和行业扶持措施。本文对完善绿色就业理论体系、优化政策工具设计,以及推动“双碳”目标下的就业转型具有一定参考价值。
Under the backdrop of the"Carbon peak and carbon neutrality goals",green employment and the greening of jobs have become crucial issues for promoting sustainable economic development and achieving ecological civilization.However,current research on green employment faces challenges such as ambiguous conceptual definitions,divergent policy effects,and unclear pathways for implementation.This paper adopts a dual perspective of theory and practice.Firstly,it systematically reviews the conceptual evolution and localized development of green employment,elucidates the theoretical divergences between the job creation and destruction effects of green employment,and analyzes various statistical measurement methods and policy tool choices for achieving green employment.Secondly,based on the"Differentiated Green Employment Theory"framework,it proposes dynamic and differentiated pathways for realizing green employment taking into account regional,industrial,and demographic characteristics.The research indicates that the positive and destructive effects of green employment policies need to be dynamically balanced.Tailored green employment policy tools should be developed for regions with different levels of economic development,including precise statistical monitoring systems,skill enhancement programs,and industry support measures.This study provides significant reference value for improving the theoretical framework of green employment,optimizing policy tool design,and facilitating employment transformation under the"Carbon peak and carbon neutrality goals".
