摘要
数字乡村是乡村振兴的战略方向,也是建设数字中国的重要内容。随着2022年《数字乡村发展计划(2022—2025年)》的正式发布,中国计划用18年时间对数字乡村的内涵、实现途径等进行长久探索并取得一系列成果。进入“十四五”时期,乡村振兴战略紧锣密鼓进行深入探索时期,中国数字乡村建设事业正面临新的机遇和挑战。基于贵州省4个国家级数字乡村试点案例,本研究认为贵州省数字乡村建设存在体制机制不健全、基础设施建设落后、乡村振兴人才流失严重以及治理理念、治理方式、治理规则的变化和矛盾等4个方面问题,进而从数字乡村治理体制机制建设、提高基础设施投入、乡村振兴人才培育和引进以及创新治理思维、培育数字治理理念等4个方面提出对策建议,为建设农业强国、数字中国助力。
Digital countryside is the strategic direction of rural revitalization and an important content of building digital China.With the official release of the Digital Countryside Development Plan(2022-2025)in 2022,China plans to spend 18 years exploring the connotation and realization of digital countryside and achieving a series of results.Entering the 14th Five-Year Plan period,the rural revitalization strategy is being explored intensively,and China's digital village construction is facing new opportunities and challenges.Based on the four national digital village pilot cases in Guizhou province,the study concluded that there are still four aspects problems of digital village construction in Guizhou province,such as inadequate institutional mechanisms,backward infrastructure construction,serious loss of rural revitalization talents,and changes and contradictions in governance concepts,modes of governance,and rules of governance.Further,the study put forward countermeasures and suggestions in four aspects,namely,the construction of institutional mechanisms for digital rural governance,the improvement of infrastructure investment,the cultivation and introduction of rural revitalization talents,and the innovation of governance thinking and the cultivation of digital governance concepts,respectively,to help build a strong agricultural country and digital China.
