摘要
低空经济作为一种新兴经济形态,依托低空航空器的高机动性和多元应用等特性,展现出巨大的发展潜力。文章阐述了低空经济的特征和全球发展现状,以及欧美与中国在低空经济领域的不同发展路径与特点;从国家和省(直辖市)两个层面解析我国在低空经济方面的相关政策。文章探讨了国土空间规划中低空空域开发利用的新要求,并提出基于全域全要素的规划视角及以社会需求为导向的低空空域体系;提出了“1+3+N”纵向规划层级和“1+2+N”横向规划层级的低空空域规划编制思路,明确不同层次规划的内容重点,引入低空空域资源综合评价方法,为未来低空空域规划与开发提供了参考。
As an emerging economic form,the low altitude economy,which relies on the high maneuverability and diverse applications of low altitude aircraft,has shown enormous development potential.The paper elaborates on the characteristics of low altitude economy and its global development status,as well as the different development paths and characteristics of Europe,America and China in the field of low altitude economy,analyzes China’s relevant policies on low altitude economy from the perspectives of national and provincial(municipality directly under the central government)levels,and explores the new requirements for the development and utilization of low altitude airspace in national spatial planning.Finally,the paper proposes a planning perspective based on the whole domain and all elements and a low altitude airspace system guided by social needs;additionally a low altitude airspace planning approach is proposed,which consists of a vertical planning hierarchy of“1+3+N”and a horizontal planning hierarchy of“1+2+N”,the focus of planning at different levels is clarified,and a comprehensive evaluation method for low altitude airspace resources is introduced,which will provide some reference for future low altitude airspace planning and development.
