摘要
缩小地区收入差距是践行共享发展理念的重要路径,而公共就业服务是影响地区收入差距的关键因素之一。通过构建“投入-产出-受益”三维指标体系,衡量公共就业服务供给水平,并探究公共就业服务对地区收入差距的影响与作用机制。研究发现,公共就业服务供给对缩小地区收入差距具有促进作用,尤以经济发展水平低、老年人口抚养比低和市场化程度低的地区,影响更为显著。公共就业服务通过人力资本与劳动力市场效率两个渠道影响地区收入差距。由此,应以公共就业服务需求为导向,因地制宜提供与当地经济社会发展水平和人口结构特征相适应的公共就业服务,着力提升人力资本水平,推动劳动力市场供需高质量平衡,进而缩小地区收入差距。
Narrowing the regional income gap is an important way to implement the concept of shared de-velopment,and public employment service is one of the key factors affecting this gap.By constructing a three-dimensional index system of"input-output-benefit",this paper evaluates the level of public employment ser-vice provision and examines its impacts on the regional income gap.The findings indicate that public employ-ment service significantly narrows the regional income gap,particularly in regions with lower economic devel-opment levels,lower old-age dependency ratios and lower levels of marketization.Public employment service affects the regional income gap through human capital enhancement and labor market efficiency improvement.Consequently,public employment service should be demand-oriented and adapted to local conditions,match-ing regional economic development levels and population structures.Policies should prioritize enhancing hu-man capital and improving matching efficiency in the labor market to narrow the regional income gap.
