摘要
科学仪器开放共享是激发创新潜能、优化资源配置、推动发展战略实施的关键举措。仪器共享平台建设在推动科技高质量发展中起到重要作用。新时代背景下,优化配置创新资源,提升国家创新体系整体效能对重大仪器共享平台建设提出新要求。文章以江苏省农业科学院重大仪器共享平台为例,通过多种方法对平台发展历程、管理运行现状以及应用成效进行分析,揭示了平台在建设和管理运行中存在的问题,结合新时期农业科技创新发展要求,从加强顶层设计、合理配置资源、强化联合评议、加强制度建设等方面提出了提升仪器共享平台管理效率和服务能力的路径和对策,以期助推农业科研院所科技创新高质量发展。
The open sharing of scientific instruments is a key measure to stimulate innovation potential,optimize resource allocation,and promote the implementation of development strategies.The construction of an instrument sharing platform plays a significant role in promoting high-quality development of science and technology.Against the backdrop of the new era,optimizing the allocation of innovative resources and enhancing the overall effectiveness of the national innovation system poses new requirements for the construction of major instrument sharing platforms.Taking the major instrument sharing platform of Jiangsu Academy of Agricultural Sciences as an example,this article analyzed the platform’s development history,current management and operation status,and application effectiveness through various methods,revealing the existing problems in the construction and management of the platform.Combining the requirements of agricultural science and technology innovation in the new era,the article proposed paths and countermeasures to improve the management efficiency and service capabilities of the instrument sharing platform,including strengthening top-level design,rational resource allocation,enhancing joint evaluation,and reinforcing system construction,with the aim of boosting the high-quality development of technological innovation in agricultural research institutes.
