摘要
基于2010—2020年中国家庭追踪调查数据,运用双重差分法实证检验“全面二孩”政策对子女教育投资的影响。研究发现:“全面二孩”政策降低了家庭层面的孩均教育投资水平,但提高了社区层面的孩均教育投资水平;“全面二孩”政策提高了城市新生人口数量,且延长生育间隔可以部分缓解生育数量增加对教育投入带来的负面效应;在经济水平较高和教育资源较丰富的家庭或社区,放松生育限制对子女人均教育投资的负面影响较小。立足于中国放松生育政策背景,拓展了“数量—质量权衡”理论,为建设人力资源强国提供新的政策启示。
Using data from the China Family Panel Studies(CFPS)from 2010 to 2020 and applying a difference-in-differences(DID)approach,this paper empirically examined how the implementation of the"universal two-child"policy has affected children's educational investment.The results revealed a household-level decrease but community-level increase in per-child educational investment.The"universal two-child"policy has brought the policy-driven population growth concentrating in urban areas.Extended birth intervals could partially mitigate the negative effect of increased fertility quantity on educational investment.Households and communities with higher socioeconomic status and greater educational resource endowment exhibited weaker negative effects of relaxing fertility restrictions on per-child educational investment.Grounded in China's fertility policy liberalization context,this study extended thee"quantity-quality trade-off"theory,providing novel policy implications for advancing China's national strategy of building a high-quality human capital system.
