新质生产力发展视角下“国优计划”促进拔尖创新人才培养的运行逻辑与未来着力点

Operation Logic and Future Focus of the“National Excellence Teacher Program”to Promote the Training of Outstanding Innovative Talents from the Perspective of New Quality Productive Force Development

摘要 在新质生产力发展视角下,实施“国优计划”的重要意义包括培育高水平创新型师资,强化优质基础教育师资储备,发挥人才在新质生产力发展中的引领驱动作用。以“国优计划”促进拔尖创新人才培养,应遵循高层次遴选与“双素养”培育融合提升基础教育教师质量,高水平综合性大学协同与“双导师”指导为教师专业发展提供场域,拔尖创新人才培育驱动颠覆式技术创新和创新型成果转化的运行逻辑,严格执行“国优计划”选拔标准,加强综合性大学资源整合,健全中国特色教师教育体系。 From the perspective of the development of new quality productive forces,the important significance of of implementing the“National Excellent Teacher Plan”includes cultivating high-level innovative teachers,strengthening the reserve of high-quality elementary education teachers,and giving play to the leading and driving role of talents in the development of new quality productive forces.In order to promote the training of outstanding innovative talents with the“National Excellence Teacher Program”,it is necessary to follow the operation logic that high-level selection and“dual quality”cultivation should be integrated to improve the quality of elementary education teachers,high-level comprehensive universities should collaborate with“double mentors”to provide a field for teachers’professional development,and outstanding innovative talents cultivation should drive the subversive technological innovation and transformation of innovative achievements.And the it should strictly implement the selection criteria for the“National Excellence Teacher Plan”,strengthen the integration of comprehensive university resources,and improve the teacher education system with Chinese characteristics.
