摘要
在全球能源转型与碳达峰碳中和目标背景下,北京市积极推进绿色电力调入与消纳工作,外调绿色电力规模不断扩大,交易机制不断健全,能源结构得以优化,产业带动作用明显,跨区域合作不断拓展。但也存在竞争压力增大、电网建设滞后、消纳责任落实难、价格机制有待完善等新挑战,面临能耗“双控”向碳排放“双控”转变、政策环境持续向好、全国统一电力市场加快建设等新形势。本文分析了北京市近年来绿色电力调入和消纳的成效、面临的形势和挑战,对未来进一步提升绿电规模占比提供了建议,对推动城市绿色可持续发展具有重要意义,也丰富区域能源转型研究成果,为相关政策的制定与实施提供了有力支撑。
In the context of the global energy transition and the carbon peak and carbon neutrality targets,Beijing is actively promoting green power transfer and consumption.The scale of green power transfer continues to expand and the transaction mechanism is improving.This optimizes the energy structure and significantly drives the expansion of interregional cooperation.However,new challenges have emerged,including increased competitive pressure,delayed power grid construction,difficulty implementing consumption responsibility,and an imperfect price mechanism.As the country transitions from energy consumption"double control"to carbon"double control,"the policy environment remains favorable,and the construction of a national unified power market is accelerating.This paper analyzes Beijing's green power regulations in recent years.It examines the effectiveness of green power transfer and consumption in Beijing,the challenges the city faces,and provides suggestions to increase the proportion of green power in the future.This is significant for promoting the city's green and sustainable development and enriches the results of research on regional energy transitions.It also provides strong support for formulating and implementing relevant policies.
