摘要
基层公务员是各项行政决策的执行主体,而青年基层公务员是推动基层治理体系和治理能力现代化的生力军。深刻把握青年基层公务员的典型行为特征,对于提高基层治理效能、推进基层治理体系和治理能力现代化有着重要意义。研究基于对50位青年基层公务员的深度访谈与391篇中外学术文献,采用扎根理论的研究方法,发现“尽职避责”是中国青年基层公务员的普遍行为特征。在面对以有限人力应对不确定风险、以有限权力应对无限责任及以有限激励应对基层负担超载这三种行政负担的情况下,基层青年公务员以“求稳”为行为底线,以“达标”为履职基点,以“价值实现”为内在追求,在“程序合规”与“结果满意”之间作出基于公共服务动机和外部规制压力的行为选择。这也是他们在平衡责任风险与职业使命的过程中总结的“生存法则”。这一发现有助于深化对基层青年公务员行为选择的理解,有益于对中国情景下的基层治理逻辑形成更加全面的认识。
Grassroots civil servants are the main executors of various administrative decisions,and their behavior impacts the government's image and reputation among the public.A deep understanding of the typical behavior characteristics of grass-roots civil servants is of great significance for improving efficiency and advancing the modernization of grassroots governance systems and capabilities.Based on in-depth interviews with 50 grassroots civil servants and over 300 Chinese and foreign academic papers,and employing grounded theory research methods,this study finds that"diligence with no liability"is a common behavior characteristic among Chinese grassroots civil servants.This behavior is a result of navigating three predicaments:"limited manpower coping with uncertain risks""limited authority dealing with unlimited responsibilities"and "limited incentives handling an overloaded burden".In these predicaments,grassroots civil servants aim for stability,meet standards,and pursue self-actualization as their highest goal.Their behavior choices balance procedural compliance and satisfactory results,embodying a "survival rule"to balance responsibility risk and professional mission.This finding aids in deepening the understanding of grassroots civil servant behavior choices and provides a more comprehensive recognition of the logic behind grassroots governance in the Chinese context.
