摘要
配电网作为电力供应的“最后一公里”,其配电价格对于确保电力系统的经济性、可靠性和公平性至关重要。目前微电网、增量配电网、存量配电网等多种电网形态配电价格受限,配电网主体无法依据自身成本与服务质量获得合理盈利空间;同时,配电网调控能力有限,致使电网不公平承担可靠供电义务。基于此,本文提出一种计及可靠供电义务与配网服务质量的多种电网形态配电价格计算方法。首先,采用熵值法与层次分析法相结合的综合赋权法量化分摊权重,设立备用容量费用回收机制;其次,基于变异系数法权重的数据包络分析法评估配网服务质量,建立改进的最高限价法定价模型;最后,加入第三监管周期政策及分布式交易影响,分析多种电网形态配电收益变化。结果表明,本文所提方法使电网主体公平承担电能量平衡权责,可合理提升配电网的盈利空间,促进配电网配电服务质量的提升。基于此,建议设立备用容量费用回收机制,采用多种电网形态配电价格计算模型,合理制定相关政策等以助力配电网企业发展。
The distribution network,serving as the“last mile”of power supply,critically determines power system economy,reliability,and equity through its pricing mechanism.Current pricing mechanisms for multiple grid morphologies—including microgrids,incremental distribution networks,and existing distribution grids—constrain operators from securing reasonable profit margins based on operational costs and service quality,while limited controllability forces grids to disproportionately bear reliability power supply obligations.To resolve this,this paper proposes a distribution pricing calculation method incorporating reliability power supply obligations and distribution service quality.Firstly,a comprehensive weighting method combining entropy method and analytic hierarchy process quantifies cost allocation weights to establish a spare capacity charge recovery mechanism.Secondly,distribution service quality is evaluated using data envelopment analysis with coefficient-of-variation weighting to develop an enhanced RPI-X regulatory pricing model.Finally,impacts from third regulatory cycle policies and distributed energy transactions are integrated to analyze revenue changes across grid morphologies.Results demonstrate fair allocation of power-energy balance responsibilities among entities,rational enhancement of distribution network profit margins,and improvement for distribution service quality.Consequently,recommendations include establishing spare capacity cost recovery mechanisms,adopting multi-grid-morphology pricing models,and formulating supportive policies to facilitate distribution grid development.
