摘要
污染是产业的伴生品,产业发展必然伴随污染,所以,关键的问题是如何平衡产业发展与污染二者的关系。与城市相比,乡村在降解污染能力的收益层面与污染损害的成本层面具有比较优势。本文通过将空间因素纳入新结构环境经济学的理论框架,分析了产业发展中的开发区对城乡要素禀赋及其比较优势的利用。研究发现:开发区具有污染弱化效应,开发区可以在促进城乡产业发展的同时,通过空间配置污染来最小化产业发展伴随的污染社会成本。本文实证分析了全国30个省份的绿色全要素生产率和开发区面积之间关系,结果表明,开发区对绿色全要素生产率产生正面影响。鉴于东部开发区数量明显大于中部和西部,本文分别对东部、中部、西部进行异质性分析。
Pollution is accompanying products of industry development,and in-dustrial development inevitably accompanies pollution.Therefore,the key issue is how to balance the relationship between industrial development and pollu-tion.Compared to cities,rural areas have comparative advantages in terms of the benefits of pollution degradation and the costs of pollution damage.This article ana-lyzes the urban and rural factor endowments and comparative advantages in industri-al development by incorporating spatial factors into the theoretical framework of new structural environmental economics.It is found that development zones have a pollu-tion weakening effect,which can promote the development of urban and rural in-dustries while minimizing the social cost of pollution associated with industrial de-velopment through spatial allocation of pollution.This article empirically analyzes the relationship between green total factor productivity and development zone area in 30 provincial administrative regions across the country,and the results show that development zones have a positive impact on green total factor productivity.Given that the total amount of development zones in the eastern region is significantly lar-ger than that in the central and western regions,this article conducts heterogeneity analysis on the eastern,central,and western regions respectively.
