摘要
本研究以X县工业园为例,探索建立工业园区VOCs综合监管治理体系。通过对园区内98家涉VOCs排放企业进行全面调查,结合VOCs走航监测数据和环保用电监管平台运行数据,系统分析了园区VOCs的排放特征与污染现状,并提出针对性的治理措施。结果表明,通过综合监管体系的实施,园区VOCs排放得到了有效控制,2020—2022年大气环境质量持续改善,但工业园箱包产业集聚区等重点区域仍存在较为突出的问题。研究认为,工业园区VOCs治理应以信息化、精准化为导向,建立系统化的监管体系,实现从被动执法向主动预防的转变。
This study took X County Industrial Park as an example to explore the establishment of the Comprehensive Supervision and Management System of VOCs in Industrial Parks.Through a comprehensive survey of 98 VOCs-related emission enterprises in the park,combined with VOCs navigation monitoring data and environmental protection electricity monitoring platform operating data,the characteristics of VOCs emission and pollution status of the park were systematically analyzed,and targeted treatment measures were proposed.The results show that through the implementation of the comprehensive supervision system,VOCs emissions in the park are effectively controlled,and the atmospheric environmental quality continues to improve from 2020—2022,but there are still prominent problems in key areas such as the industrial park luggage industry cluster.The study believes that VOCs governance in industrial parks should be oriented by informatization and precision,establish a systematic regulatory system,and realize the transformation from passive law enforcement to active prevention.
