襄阳市残疾学生“小初学段”融合教育的问题与对策

摘要 强调融合教育质量是“十四五”期间的重要特殊教育发展战略,也是国家的教育政策导向。襄阳市义务教育阶段基础牢固,教学质量持续提升且投入保障明显改善,形成了襄阳市的典型做法与经验。襄阳市残疾学生融合教育实施存在师资力量不足、资源配备不均衡、评估与支持体系不完善“、家校社”合作不够深入等问题,采取师资培训强基础,专业提升固根本;资源配置求均衡,设施完善保公平;评估体系严标准,支持服务重实效;家校合作促沟通,社会参与聚合力;政策落实抓细节,监督机制保执行等举措,将助力襄阳市教育现代化和教育强市建设。 Emphasizing the quality of inclusive education is a key development strategy in special education during the 14th Five-Year Plan period,which is also guided by national education policy.Xiangyang City boasts solid foundations in the popularization and consolidation of compulsory education,continuous improvement in teaching quality,and significantly enhanced investment support,resulting in the formation of the"Xiangyang Model"with its typical practices and experiences.However,the implementation of inclusive education for disabled students in Xiangyang faces challenges such as insufficient teaching staff,uneven resource allocation,incomplete evaluation and support systems,and insufficient"family-school-community"collaboration.To address these issues,measures such as strengthening basic teacher training and professional development,ensuring balanced resource allocation and comprehensive facilities to promote fairness,establishing rigorous evaluation standards with a focus on effective support services,enhancing family-school cooperation to improve communication,encouraging social participation for collective support,and emphasizing policy implementation and supervision mechanisms to ensure execution,will aid in advancing educational modernization and building a strong educational city in Xiangyang.
