摘要
现代文明建设为边疆治理现代化提出了更为深刻的学理考问和新的时代要求。从理论现实关切上看,以现代文明引领边疆治理现代化,既可为国家治理现代化全局奠定根基,也可推进实现边疆从外源到内生的文明转化,并通过“及物”到“及心”的价值重构,为边疆团结稳定提供更为强韧的文化纽带与文明共识。从内在逻辑看,以现代文明引领边疆治理现代化包含三个核心维度:一是以铸牢中华民族共同体意识统领边疆治理的国家民族建设逻辑;二是以“两个结合”推进边疆治理现代化转型的历史传承发展逻辑;三是以文化强国战略增强边疆治理文化效能的文化整合逻辑。聚焦现代文明引领边疆治理现代化这一命题,需在推进中国式现代化、树立正确中华民族历史观以及构筑中华民族共有精神家园等实践中统筹把握。
The construction of modern civilization has raised more profound theoretical inquiries and requirements in the new era for the modernization of border areas governance.From the perspective of theoretical and practical concerns,leading border areas governance modernization with modern civilization can not only lay the foundation for the overall modernization of national governance,but also promote the transformation of the border areas from exogenous to endogenous civilization,and,through the value reconstruction from"object"to"heart",provide a more resilient cultural bond and civilization consensus for unity and stability in the border areas.From the perspective of internal logic,leading border areas governance modernization with modern civilization includes three core dimensions:first,leading border areas governance with a strong sense of the Chinese nation community to govern the border areas;second,promoting the historical inheritance and development of border areas governance modernization through the"two combinations";third,enhancing the cultural efficacy of border areas governance through the cultural integration logic of building China into a country with a strong culture.Focusing on the proposition of leading border areas governance modernization with modern civilization,it is necessary to comprehensively grasp it in the practice of promoting Chinese-style modernization,establishing a correct view of Chinese history,and constructing a common spiritual home for the Chinese nation.
