摘要
在法治中国整体目标下,坚持法治国家、法治政府、法治社会一体建设,是全面依法治国的工作布局和战略部署,构成了新时代社会主义法治建设的重要内容。法治一体建设体现了坚持系统观念的世界观和方法论。“十四五”时期出台的“一规划两纲要”是坚持法治一体建设的生动体现和具体指导性文件,推动这一时期法治建设取得新成就。随着“十五五”规划到来,法治中国建设也面临着制定新规划方案的挑战与契机。为此,要坚持“一体建设”的方法论,将法治国家建设作为社会主义法治建设的目标,将法治政府建设作为重点任务和主体工程,将法治社会建设作为基础性工程,出台“十五五”时期融合了法治国家、法治政府、法治社会建设的法治建设整体规划,为2035年基本建成法治国家、法治政府、法治社会打下基础。
Under the overall goal of advancing the rule of law in China,to take integrated steps to build a country,government,and society based on the rule of law is the work layout and strategic deployment of comprehensively advancing law-based governance,and constitutes an important element of the advancement of the socialist rule of law in the new era.Taking integrated steps in advancing the rule of law embodies the worldview and methodology of systemic thinking.The“One Plan and Two Outlines”introduced during the 14th Five-Year Plan period are vivid manifestations and specific guiding documents of adhering to taking integrated steps in advancing the rule of law,which have helped achieve new progress in advancing the rule of law during this period.With the arrival of the 15th Five-Year Plan period,the advancement of the rule of law in China is also faced with the situation of developing new planning schemes.To this end,it is necessary to adhere to the methodology of“taking integrated steps”,regarding the construction of a law-based country as the goal of advancing the socialist rule of law,the construction of a law-based government as the key task and main project,and the construction of a law-based society as the fundamental project,and to introduce an overall plan which takes integrated steps to build a country,government,and society based on the rule of law during the 15th Five-Year Plan period,so that by 2035,a solid foundation is to be laid for basically establishing a law-based country,government,and society.
