摘要
河长制是中国完善水治理体制、推进生态文明建设的一项重要举措。河长制对水生态环境治理虽然短期成效显著,但在实践中容易陷入河长制法律效力与运行稳定性的现实困境、协同机制与连续性的约束困境、民间能量的吸纳度与长期性的叠加困境。要化解河长制下水生态环境治理中的实际问题,实现河长制的长效、稳定与存续,需要夯实河长制的制度基础,增强河长制的制度约束,强化河长制的制度效力,构建起更具战略性和包容性的制度体系,形成与未来经济社会发展形态相适应的长效治理机制。
The River Chief System is a significant measure for China to improve its water governance system and promote ecological civilization construction.Although the River Chief System has achieved remarkable short-term results in water ecological environment governance,it is prone to fall into practical dilemmas,including the legal effect and operational stability of the River Chief System,the constraints of coordination mechanisms and continuity,and the superimposed difficulties of absorbing public energy and long-term sustainability.To resolve the practical issues in water ecological environment governance under the River Chief System and ensure its long-term,stable,and sustainable development,it is necessary to consolidate the institutional foundation of the River Chief System,enhance its institutional constraints,and strengthen its effectiveness.A more strategic and inclusive institutional system should be established to form a long-term governance mechanism that adapts to future socio-economic development patterns.
