摘要
为推动低空物流领域发展的深入研究,综述了近年来该领域的重要研究进展,围绕通导监保障体系、低空管理保障体系、低空飞行保障3个方面进行了系统性梳理。分析表明:1)当前发展的通感一体化技术、毫米波通信技术、“北斗”卫星导航系统、惯性导航、ADS-B技术等主流技术,虽能为低空物流配送提供精准可靠的通信与导航支撑,但仍存在着覆盖范围不足、稳定性受限等问题;2)低空空域管理聚焦于空域划分和航线规划,低空安全监管围绕着法律法规、运营安全监管等方面,低空飞行服务则主要以顺丰、京东等物流企业为主,但仍存在着低空空域管理尚不完善、安全监管难度大等问题;3)低空飞行保障研究重点聚焦于地方政策、规章制度、技术标准等方面,但缺乏细致的分类标准和技术管理规范;4)通过归纳和总结研究现状,提出了在技术创新、资源整合与协同管理等方面的对策建议,研究结果可供推动低空物流领域规模化、高质量发展参考。
To promote the development of low-altitude logistics field in-depth research,this paper reviews the recent significant research advancements and systematically summarizes three core aspects:the communication,navigation,and surveillance(CNS)support system,the low-altitude management support system,and the low-altitude flight support system.The analysis reveals that:1)Current mainstream technologies,including integrated communication-sensing technology,millimeter-wave communication,the BeiDou satellite navigation system,inertial navigation,and ADS-B technology,provide precise and reliable communication and navigation support for low-altitude logistics.However,challenges such as limited coverage and constrained stability remain;2)Low-altitude airspace management focuses on airspace segmentation and route planning,while low-altitude safety regulation is centered on legal frameworks and operational safety supervision.Additionally,low-altitude flight services are predominantly operated by logistics companies such as SF Express and JD Logistics.However,issues such as incomplete airspace management and difficulties in safety supervision persist;3)Research on low-altitude flight assurance primarily revolves around local policies,regulations,and technical standards,yet lacks detailed classification standards and technical management specifications.Based on the analysis and summary of the current research landscape,this study proposes recommendations in technological innovation,resource integration,and collaborative management.The findings serve as a reference for promoting large-scale and high-quality development in the low-altitude logistics sector.
