摘要
针对高速公路主线与隧道区域应急联动响应效率低、二次事故风险高等问题,以提升路隧协同应急能力为目标,重点探讨狭义预案框架下的路隧一体化应急管控体系。先采用理论分析方法总结了路隧应急管控的信息流转过程与处置流程,整理了基于事件严重程度的分级响应原则;后结合衡永高速公路建设实践,通过工程案例验证了管控系统的效果。研究结果表明:1)路隧一体化管控体系通过及时预警和快速响应,显著提升了应急管理水平,其建立的标准化处置流程与多源信息融合机制为智慧高速安全运营提供了可复制的技术范式;2)平台上线后,实现了交通事件秒级发现,且准确率大于97%,平均应急响应时长缩减了82%,处置效率提升了67%。该研究结果具有重要的实践性和推广应用价值。
Aiming at the problems of low efficiency of emergency response and high risk of secondary accidents in the mainline and tunnel areas of highways,and with the goal of improving the road-tunnel coordinated emergency response capability this paper focuses on exploring the road-tunnel integrated emergency management and control system under the framework of narrow-sense contingency plans.Firstly,the theoretical analysis method is used to summarize the information flow process and disposal process of the road-tunnel emergency management and control,and sort out the hierarchical response principles based on the severity of incidents;then the effect of the control system is verified through engineering cases by combining with the construction practice of Hengyong Highway.The research results indicate that:1)The integrated road-tunnel management and control system significantly improves the emergency management level through timely warning and rapid response.The established standardized disposal procedures and multi-source information fusion mechanism provide a reproducible technical paradigm for the safe operation of intelligent expressways;2)After the platform goes online,it realizes the second discovery of traffic events with an accuracy rate of more than 97%,and the average length of the emergency response time has been reduced by 82%,and the disposal efficiency has been improved by 67%.The study resultshave important practical and popularization value.
